Public Safety, Accountability, and Empowered Communities
1. Community Councils for Unincorporated Areas
Once elected, my first priority will be strengthening public safety in our unincorporated communities — not with one-size-fits-all solutions, but with local leadership and accountability.
I will establish Community Councils in unincorporated areas, designed to give residents a real, empowered voice in identifying problems and shaping solutions. These councils will include:
The goal is simple: regular, structured collaboration, not crisis-driven reactions.
These councils will meet every month during the first year, or more frequently if conditions require. Meetings will be public, agenda-driven, and outcome-focused — not political theater.
2. From Reaction to Prevention
For too long, response has been mostly reactive. We respond after violence, after crime spikes, afterfamilies feel unsafe. That era needs to end.

This model works. We’ve seen success in Woodlake and across the Valley when communities, law enforcement, and local leadership work together with clear expectations and accountability. I intend to apply what has already proven effective.
Public safety is not just enforcement — it’s resources, programs, and prevention, so our children can feel safe in their own neighborhoods.
3. Youth Inclusion as a Safety Strategy
Youth will not be an afterthought. By including local youth in Community Councils, we:

4. Accountability for Appointments and Boards
As Supervisor, I will treat appointments seriously. Appointments to boards and commissions will be based on qualification, ability, and willingness to serve — not seniority, politics, or convenience. Every appointment I make will require:

A Practical, Proven Plan for Economic Development in Tulare County

Economic development is not a theory to me—it’s work I’ve done for decades. I am a longtime small business owner, someone who understands firsthand what it takes to start a business, meet payroll, navigate regulations, and make long-term investments. I have also had the privilege of serving on Tulare County’s Economic Development Corporation, working directly on efforts to attract and retain businesses in our region.
In addition, I have been involved in bringing economic activity to smaller communities like the City of Woodlake, where even modest projects can have a meaningful impact on jobs, services, and quality of life.
Today, I also serve as Chairman of the Board of Directors for the Tulare County Association of Governments (TCAG). In that role, our agency has delivered more than $1 billion in transportation projects across the county. The economic impact of these investments—improved mobility, access to jobs, faster goods movement, and long-term competitiveness—is incalculable.
That experience shapes my approach. I’m not speaking in the abstract. I’m focused on what works.
Tulare County’s Opportunity
Tulare County has real, tangible strengths:

My Approach to Economic Development
1. Make Tulare County the easiest place in California to do business
As a small business owner, I know that uncertainty and delay can kill good projects.

2. Put rural and unincorporated communities at the center of growth. Some of our greatest opportunities actually lie outside city limits.

As Chairman of TCAG, I have helped oversee the delivery of over $1 billion in transportation projects—projects that improve safety, reduce congestion, support commerce, and connect workers to jobs.
